Pilot Runner: European Network of Cultural Centres — ENCC (Belgium)
This Open Pilot introduces the CYANOTYPES Framework and Toolkit to ENCC member organisations, helping them explore how the framework can support learning, organisational development, training, and local experimentation. It is designed as a sector-wide awareness and capacity-building pilot hosted by ENCC as an external Open Pilot Host.
The pilot creates an accessible entry point for cultural centres, educational staff, coordinators, innovation leads, and independent cultural professionals to understand CYANOTYPES and consider how it could be used in their own contexts.
Aims of the pilot
The pilot aims to introduce the CYANOTYPES competence framework and its five agency clusters, showcase key tools such as self-assessment, lesson plans, training models, and cross-cutting themes, and stimulate first experiments among ENCC members.
It also aims to invite feedback and identify member organisations interested in deeper engagement, including local pilots, training activities, or the integration of CYANOTYPES tools into existing initiatives.
Activities undertaken
Activities include publishing a CYANOTYPES guide and toolkit on the ENCC website, hosting an online introductory event or webinar series, presenting the origins and logic of CYANOTYPES, and showcasing use cases for organisations, trainers, and individuals.
The pilot will also walk members through toolkit elements such as the pilot guide, self-assessment materials, and competence framework. Members will be encouraged to map their needs using the competence framework and cluster themes, with light coaching or check-ins offered to support early experimentation.
Outcomes and early learning
Expected outcomes include increased awareness of CYANOTYPES across the ENCC network, first expressions of interest from member organisations, and early mapping of local needs, training opportunities, or possible micro-pilots. The pilot will also gather information for the CYANOTYPES Pilot Feedback Template.
Adding value
This pilot is valuable because it treats awareness-raising as the beginning of ecosystem activation, not as simple communication. By introducing the framework through practical use cases and light support, ENCC can help members move from curiosity to first experimentation without overwhelming them.
Possible policy recommendations
This pilot suggests that cultural policy should support network-based dissemination and capacity building for future skills frameworks. Cultural centres often work close to local communities and creative professionals, making them strong entry points for competence development. Policy support could fund webinars, micro-pilots, coaching, and shared learning spaces that help cultural organisations translate European competence frameworks into local action.

“Creativity is not just a skill; it is a form of agency. The world is changing quickly, and we need frameworks that anticipate change.”
